Brownfields & Revitalization

Strong Neighborhoods as the Foundation for Economic Opportunity
At TAEO, we recognize that true neighborhood revitalization requires moving beyond planning to disciplined, strategic execution. As the city’s primary engine for economic development, we leverage specialized financial tools and catalytic real estate investments to dismantle complex barriers, such as environmental remediation and infrastructure gaps, that often impede private investment.
By deploying public resources with intention, we transform underperforming sites into vibrant, community-focused assets. Our commitment is to cultivate robust economic ecosystems that not only attract capital but also drive sustainable, inclusive opportunity, ensuring that every neighborhood in Tulsa has the foundation it needs to thrive.
Revitalizing with Intention
Historic Moton Hospital
The historic Moton Hospital site represents an important opportunity to preserve a significant piece of Tulsa’s history while preparing the property for future redevelopment. Brownfields funding supported this effort through TAEO’s partnership with TEDC to address environmental conditions at the site, including the removal of asbestos from the building’s basement.
Kirkpatrick Heights / Greenwood Master Plan
Rooted in a commitment to rectify long-standing disinvestment, including the impacts of the 1921 Tulsa Race Massacre and the construction of Highway 244, the Kirkpatrick Heights / Greenwood Master Plan serves as a blueprint for restorative development. Born from a 16-month, community-led process involving over 1,000 residents, this vision guides the equitable redevelopment of 56 acres. By transforming these sites into hubs for inclusive housing, entrepreneurship and public space, we’re reconnecting historically significant neighborhoods to Tulsa’s economic future.
Assistance for Brownfield Properties
Brownfield Assessment, Investigation, and Cleanup
Are you looking for help with your Brownfield or environmental concern? From vacant office buildings to underutilized industrial sites and empty commercial strip centers, cities and owners alike struggle with the burden that broken real estate leaves.
For eligible properties, TAEO provides no-cost environmental assessment services, and where remediation is required, low-interest financing may be available through our Brownfields Revolving Loan Fund (RLF). By helping assess environmental conditions and providing resources to address contamination, TAEO works to remove barriers to redevelopment and return properties to productive uses that contribute to stronger neighborhoods and economic opportunity.
